MAINTAINING U.S. SECURITY
STATE DEPARTMENT’S PRINCIPLES
(Rec. 7 p.m.) WASHINGTON, October 7. The State Department announced today that it wiil dismiss instantly any officer or employee who is deemed a “security risk.” The announcement desciibed the State Department -as a “vital. target for persons engaged in espionage or subversion.” The announcement classified as follows persons who would be regarded as security risks: — “(1) A person who engages in or supports or advocates treason or subversion, or who is a member of or is affiliated with, or is in sympathetic association with the Communist, Nazi or Fascist Parties, or any other movement seeking to overthrow the Government by unconstitutional means; (2) a person engaging in espionage directly or indirectly for a foreign Government;' (3) a person who knowingly divulges classified information without authority, and with the belief that it will be transmitted to a foreign Government, or who is consistently irresponsible in handling such information. “(4) A person who has a habitual or close association with persons who are known agents of foreign Governments; and (5) a person who has such basic weakness of character or lack of judgment to justify the fear that he might be led into a course of action specified in these principles.”
