(N.Z. Press Association—Copyright) (Bee. 1130 p.m.) . NEW YORK, September 24. The Security Couneil, faced by a rapidly-growing Jugoslav - American crisis in Trieste, failed again to-day to agree on the appointment of a Governor for Trieste.
