MEN FOR CHINESE ARMY
TRADE IN SUBSTITUTES FOR CONSCRIPTS SHANGHAI, August 28. The newspapers in Shanghai report a big increase in the buying and selling of able-bodied men to serve as .substitutes for conscripts in the Chinese Army, and the discovery of at least five organisations engfaged in this traffic, says the Shanghai correspondent of the New York “HeraldTribune.” The conscripts are bought in Shan- ! ghai and transported to other districts where the supply of floating manpower is small and where the Government’s conscription demands are heavy. It ;is customary for the authorities in . such places to accept money in lieu of young men who otherwise would |be conscripted. It is generally believed that part of this money goes into the pockets of the officials concerned. Some, however, must be used to buy enough men to fill out the district’s draft quota. The selling prices of able-bodied men in districts near Shanghai range between 3,000,000 and 4.000.000 Chinese dollars, the equivalent of from 75 |to 100 American dollars.
