Marshall) has informed Congress that he approves a United States of Europe within the framework of the United Nations. General Marshall sent a letter to Senator A. H. Vandenberg (Republican Michigan). chairman of the Senate Foreign Relations Committee, in response to a request for his views on a resolution on the subject submitted to Congress. General Marshall’s letter said he was deeply sympathetic towards the general objective of the resolution, which aimed at encouraging the peoples of Europe to co-operate more closely for their common good, and particularly to seek the economic recovery of Europe as a whole. General Marshall said: “Of course, the United States wants a Europe which is not divided against itself and a better Europe than the one it replaces. Only as we inspire the hope of that can we exnect men to endure what must be endured and to make the great efforts which must be made if wars are to be avoided and civilisation is to survive. “But we should make it clear that it is not our purpose to impose any particular form of political or economic association. The future organisation of Europe must be determined by the peoples of Europe.”
