ADMINISTRATION OF SCHOOLS
APPEAL FOR UNIFICATION (P.A.) AUCKLAND, May 12. A plea for the unified administration of primary and secondary education was made by Mr W. J. Cartwright (Christchurch) in his presidential address to the sixty-fourth annual meeting of the New Zealand Educational Institute, which opened this morning. The separation of the two stages of schooling was a “remnant of the times when post-primary education was the privilege of a few who, only through wealth or outstanding scholarship, were able to take advantage of higher education,” he said. With the amalgamation of the administrative functions, there should also be the amalgamation of teacher organisations. with unified salary schedules and grading systems.
