CHARGES MADE BY OFFICIAL (Rec. 7 p.m.) MOSCOW. April If. _ Mr Armond Willis, director of the United States Information Service in Moscow, said that men who hated the Russians dominated the American Embassy. They had effectively scuttled attempts to improve and exchange information on cultural relations and had deliberately prevented the release of information even slightly favourable to RussiaMr Willis is returning to Washington to “report and resign.”
