CONTROL OF AUSTRIA
MEMBERS OF COUNCIL DISAGREE VIENNA, March 16. The Allies again disagreed on all business before the control council for Austria. Russia opposed the revision of the censorship arrangements on telephone-calls, but offered to accept a more efficient system arrangements were made for the Russian censorship to check all messages. Russia opposed the approval of a new Austrian law providing for the restitution to the rightftil owners of all property seized by the Germans. France and Russia opposed as unnecessary a British and American proposal that the council should draw the attention of the Jugoslav and Hungarian Governments to the large number of persons crossing the borders into Austria from these countries without authority.
The British asked the Russians for an explanation of the 75 per cent, reduction in the oil deliveries from the Russian zone. Russia answered briefly that the zone could not meet requirements. The matter was dropped.
