GOVERNMENT WILL NEGOTIATE GENERAL TO PRESENT PROPOSALS NANKING, Jan. 16. The Chinese Government has announced that it will resume negotiations with the Communists and'that it has selected General Chang ChihChung, Governor of the Smkiang Province, to present its proposals to Communist headquarters at Yenan. General Chang was an original member of General George Marshalls committee which negotiated the truce a year ago. The Communist leader. General Chou En-Lai, once described him as the “only Kuomintang soldier With whom I can get along.”
