PROPOSALS FOR DISARMAMENT

CONSIDERATION BY COUNCIL RESOLUTION MOVED BY AUSTRALIAN (N.Z. Press Association—Copyright) (Rec. 8 p.m.) NEW YORK, January 15. Mr N. J. O. Makin (Australia), in the Security Council, moved a resolution which he said was designed to combine the United States and Soviet viewpoints on disarmameill. The resolution provided that the Security Council should: (1) Establish a disarmament commission comprising one representative of each member of the council to work out proposals for a general arms reduction. (2) Request the Atomic Energy Commission to proceed with the preparation of a draft convention for the international control and inspection of atomic energy. (3) Request the Military Staff Committee to report on the military requirements of the Security Council for the maintenance of peace and security and advise what information would be required from members of the United Nations to ensure the withdrawal and reduction of national armed forces. The Council is now considering four resolutions designed to implement the General Assembly’s recommendation, namely, the original Russian and United States resolutions and the Australian and French resolutions, which are broadly similar.
