COMMENT BY PRESIDENT OF ASSOCIATION

(P.A.) WELLINGTON, Sept. 20. Commenting on the Local Body Elections Bill, presented to the House of Representatives yesterday, the president of the .Municipal Association (Mr J. W. Andrews) said it was an absolute bolt from the blue. There had never been a hint of it.

Having only just received a copy, he could not comment in detail, but it seemed peculiar to hold elections in November, when the local bodies’ financial year ended in March. The worst feature, jaid Mr Andrews, was the giving of power to the returning officer to use the Parliamentary rolls. With the local elections coming a year after the Parliamentary elections, this would mean that many people would have shifted to different districts. He could foresee a lot of dual voting as a result. His association had always opposed the use of the Parliamentary rolls, and urged that*the onus should be on the electors to see they were on the roll every election year.
