LICENSING COMMISSION’S REPORT
Sir, —The Licensing Commission has reported, inter alia, “It is clear that the law is insufficient .. . and . . there has been a failure of law enforcement.” An egregious example of this can be found in a popular resort not very far from Christchurch, with three or four hotels. Paying guests are often subjected to the discomfort of noisy drinking by local rowdies, who are sometimes permitted to continue their bawdy libations until nearly midnight. The police are either careless or on excellent terms with the licensees; in any case there is lamentable lack of supervision from police headquarters in Christchurch. I should strongly advise intending visitors whose ganglions sorely need rest to give the hotels a wide berth when seeking accommodation. —Yours, etc., PERTINENS. September 12, 1946.
