Mr Molotov, when discussing the veto at a meeting of the Italian political and territorial commission of the Peace Conference to consider the question of Trieste. “If the United Nations want to defend peace without Russia or even against Russia they are doomed to failure. “If the right of veto is repudiated it will give a chance to those who are anxious to form new groups of Powers, for instance in the shape of a British-American bloc. Munich was U attempt to form a bloc of the peace-loving people of Britain and France, excluding Russia from it. The bloc went to Munich to admit its bankruptcy. The peace-loving Powers formed a bloc with the aggressors against another peace-loving Power. “Now we observe attempts to form another bloc of peaceloving Powers with an aggressor. These attempts are doomed to failure.

“It is dangerous to ignore Russia or China or France. Only co-operation among the great and small Powers can safeguard international peace. When Australia comes out against the right of veto and tries to undermine the foundations of the United Nations she follows a dangerous path. “This is the first time an international organisation has been established with means to safeguard co-operation among all the Powers. If there are disagreements we must find means to iron them out and establish co-operation among the great and small Powers in such a way as not to ignore the interests of any great Powers. Australia wants to drag us - back to a bankrupt League of Nations.”
