U.S. NOTE TO RUSSIA ON DARDANELLES
Disagreement With Soviet Proposals DOMINATION OF TURKEY AND STRAITS FEARED (N,Z. Press Association—Copyright) (Rec. 10 p.m.) WASHINGTON, August 20. The United States has sent a Note to Russia expressing opposition to the Russian demands on Turkey in the future control of the Dardanelles. The Note, which will be published shortly, contains four principal points which, according to diplomatic authorities, are: (1) The United States cannot agree to the Russian proposal for joint Russian-Turkish control of the Straits, which the United States considers tantamount to a Russian demand for military bases in the Straits. (?) The United States cannot agree to the Russian proposal that control of the Straits should be governed by agreement only among the Black Sea Powers, which the United States considers would give Russia complete domination over Turkey. (3) The United States feels that the future control and use of the Dardanelles should be settled in accordance with United Nations principles, along the lines of the Montreux Treaty. (4) The United States is prepared to attend any international conference to consider revising the Montreux agreement. The contents of the Note are being conveyed to Turkey.
