The suggestion that Trieste should become a self-governing State, within the Jugoslav Federation, was made by the leader of the Jugoslav delegation to the Council of Foreign Ministers (Mr Kardelj). Under this system, he said, Trieste would be governed by a parliament consisting mainly of Italians. , There would be no discrimination against Italians.
