"(6) After the termination of hostilities they will not employ their military forces within the territories of other States except for the purposes tnvisaged in this declaration and after joint consultation. “(7) They will confer and co-operate with one another and other members tf the United Nations to bring about i practicable general agreement in reject to the regulation of armaments in !he post-war period.” WAR GUILT The declaration continues: "Let those who have hitherto refrained from staining their hands with isnocent blood beware lest they join ine ranks of the guilty, for most assuredly the three Allied Powers will pursue them to the uttermost ends of the earth and deliver them to the ac,wiser in order that justice may be done. Allies Reach Agreement In Moscow INTERNATIONAL SECURITY * SYSTEM PLANNED (8.0. W.) RUGBY, November 1, Britain, the United States, and Russia, with China joining as one of the original signatories, have pledged themselves in conference at Moscow to united action in the prosecution of the war and in building up an international system for general security after the Axis Powers have laid down their arms on the basis of unconditional surrender. The international organisation is to be based on the principle of sovereign equality for all peace-loving States. A Europeas Advisory Commission, to meet in London, will deal with political problems arising as the war develops with a view to common action by Britain, America, and Russia. An Advisory Council for matters relating to Italy and the Mediterranean area will include representatives of Britain, America, Russia, the French Committee of Liberation, Jugoslavia, and Greece. The punishment of those found guilty of war crimes is guaranteed by the three major Powers. Austrians are summoned to contribute to their own liberation. The German annexation of Austria is declared void. Italy is to be assisted to form a democratic government.
