BRITISH BUILDING PLAN

POST-WAR RECONSTRUCTION t8.0.W.) RUGBY. Feb. 26. The British Government announced 12 months ago that it was carefully s'udving the placing of personnel in the building industry in preparation for the immense tasks of physical reconstruction after the war.

The detailed plans are now set forth in a White Paper published yesterday. The plan is to build up a labour force of 1,250.000 men, and to provide employment for 3.000.000 altogether. This is recognised to be an important nucleus of employment which can readily be made available. The first task will be the training of 200.000 men for the first three or four years’ programme. In addition, trained men retiring from the services will be placed. Laying down the conditions of satisfactory expansion with the stability of the building industry, the White Paper emphasises the need for the establishment of conditions of work which will as far as possible eliminate casual employment.
