Sir—Many stories are rife concerning the inception of the self-appointed “provisional committee,’’ of which Cr. Kitson claims to be chairman. The popular version is that, finding that they had acted unconstitutionally and were (as a public body) debarred from spending any money in promoting their scheme, a party of five councillors hastily formed themselves into a committee, the personnel being Crs. Kitson, Lawrence, Cross, Chapman, and Halligan. Their first activity (and probably their last) was to approach the council for a grant up to £IOO to liquidate the expenses which had already been incurred in launching their petition. The council, however, most generously, increased the grant to £l5O and authorised the payment. Should this version of the circumstances be, in any detail, incorrect, we can rely on Cr.
