SUCCESS IN 1942 OR DOOM MR GARVIN DISCUSSES U.S. WAR OUTPUT (8.0. W.) RUGBY, January 11. “Ristory knows no stroke so gigantic of its kind.” Mr Roosevelt’s recent speech in which he announced America’s huge production programme is thus described by Mr J. L. Garvin in the "Observer." He finds its repercussions obvious and immediate. “Germany and Japan,” he says, “are made more desperate, if possible, by the President’s terrific programme, by the plans and compacts of the united nations at Washington, and by the new revelations of the extent and massiveness of Russian power. “It is certain that in some direction Hitler must make his uttermost bid for success in 1942 or meet his doom, bringing Japan to annihilation in her turn. It is no less certain that he is preparing already to strike by new means, whether southwards at the Empire or westwards at this island apd its approaches. “Without being the year of finality, 1942 will be the year of decision. T)ie surest measure for America and Britain is an upswing of output in every month from now. Acceleration has become the key of the war in the two hemispheres.’*
