REPORT CIRCULATING IN HONG KONG (Received November 24, 11.45 p.m.) HONG .KONG, November 24. An unconfirmed report is in circulation here to the effect that Mr Roosevelt has decided to send a special envoy, Mr Lauchlin Currie, to Chungking' to discuss American mediation in the Chinese-Japanese war, and to present peace proposals to Marshal Chiang Kai-shek. Mr Lauchlin Currie has been administrative assistant to the President since July, 1939.
