' DUTCH EAST INDIES PREPARED LONDON, November 21. Lieutenant-General Bakker, head of the Netherlands East Indies State Mobilisation Council, said the number of civil conscripts would soon reach the 500,000 mark. He said there was most satisfactory preparedness on that part of the civil front which had the task of carrying out the “scorched earth” policy. An enemy would not have the slightest chance to upset destruction plans, which were specially worked out in regard to oilfields and oil supplies.
