iWorks Department at its service, is in a position to decide, in any given set of circumstances, on the relative importance of works and to arrange or rearrange the programme accordingly; and the responsibility of that position rests on the Government and cannot be shuffled of?. The charges of the Opposition were just. The Government’s failure in its responsibility is as clearly evidenced in the false argument with which they were met as in the eloquent figures of the Public Works Statement and its equally eloquent silences.
