COLONIES IN AMERICA
HAVANA COMMITTEE’S DECISION (Received July 29, 11 p.m.) HAVANA, July 28. The full committee of the PanAmerican Conference approved the declaration on the status of European colonies, which will be presented to the plenary session. Its unanimous acceptance is expected. I One of the most significant and . most important provisions of the project is the authorisation of one or more countries to act first and consult the others afterwards when the Westex-n Hemisphere is endangered. In so acting the nation or nations which act do so on behalf of all the Republics.
