MELBOURNE, July f The formation of a union papel to asgis't thp Government in industrial piattprs concerning the war was considered yesterday by a conference of Federal unions haying members in the defence ' industries.' The' adoption of the panel plan was strongly urged on the copferepce. Thp plan provides for the formation of a'major panel witli'nihe subsidiary panels representing the individual industries concerned. -The conference was informed that the object of the scheme was to ensure continuity of wprkV efficient' utilisation pf manpower, hjaxinapm‘prodpction, fhp prevention of' conditions likely to paugp drsputps, gpd the Prompt' getilefnpxit of grievr aiices. ‘‘ The discussion is not concluded, but the adoption of the plan is considered probable to-day.
