ROAD CARTAGE CONTRACT

* APPEAL DISALLOWED BY MINISTER GRANTING OF TEMPORARY LICENCES [From Our Own Reporter.] TIMARU, June 10. An appeal by the N.Z. Express Company, Ltd., and others against the decision of the Licensing Authority for the No. 3 Transport District (Mr T. H. Langford) in granting a licence to H. A. Foote, Ltd., Dunedin, for the transport of. steel cages from Washdyke to Surrey Hills has been disallowed by the Minister for Transport (the Hon. R. Semple). Giving his decision the Minister said that the appellant and the other operators supporting the appeal, or at least some of them, appeared to have had reason to hope that their tenders for certain contract work would be accepted and that they might therefore expect the necessary licence or licences would be granted them. Another operator, however, was able to submit a much lower tender at a price which was found by the licensing authority and' which had been found by the Minister to be an economic price and this tender had been accepted. In the circumstances the granted this operator the necessary temporary licences to commence work and in doing so he acted quite properly.
