■ ♦ DRASTIC REGULATION ISSUED • REGISTRATION MADE COMPULSORY (Received September 7, 10.30 p.m.) WASHINGTON, September 6. Sweeping regulations have been issued whereby persons engaged in propaganda or activities for foreign principals must register. Penalties of a fine of 1000 dollars, or two years’ imprisonment, are provided. The regulations apply even to the representatives of foreign businesses and tourist agencies.
