SWEEPING REFORM OF ELECTIONS
CONTROL OF CAMPAIGN FUNDS IN CANADA
CANDIDATES FORBIDDEN TO MAKE PLEDGES

The House of Commons has appointed a committee to study the Australian system of compulsory balloting as part of a sweeping Government reform of the Elections Act, designed to abolish secret campaign funds. The reform is approved by the leaders of all parties. Campaign expenditures will be controlled by a non-partisan corporate body with an inspector-gen-eral making public contributions. Election promises and pledging by candidates are forbidden. The Minister for Health (Mr C. G. Power), introducing the bill, declared that democracy’s ills must be cured to avoid Fascism and Communism. .
