ELECTION CAMPAIGN OPENED SUPPORT FOR FORTY-HOUR WEEK (Received March 8, 2 a.m.) SYDNEY, March 7. The newly-appointed leader of the industrial section of the State Labour movement, Mr R. J. Heffron, opened his campaign to-night at Mascot. Mr Heffron said that df returned to power his party would immediately hold an inquiry into the cost 'of living by a committee representative of the employers and the employees. The party would overhaul the arbitration machinery, and would extend the benefits under the widows' and other pensions. It would assist local bodies to carry out public works, simplify legal processes, and would also introduce the 40-hour week without any reduction in wages. Labour, he said, was opposed to any scheme of national insurance on a contributory basis, but favoured unemployment insurance on a noncontributory basis. A referendum on the abolition of the Upper House would be held immediately to enable electors to express an opinion on the value of this chamber. Consideration would also be given to the introduction of a housing scheme. _____________
