This is shown in returns issued yesterday by the City Engineer (Mr A. R. Galbraith), for the 11 months ended February 28. Throughout this period the value of building in the suburbs and in the area of the central ward has decreased, but this decrease has been more than offset by the increase in the value of building in the business portibh of the city.
