The first year of General Goering's four-year plan thus failed to produce a decrease in the country's dependence on overseas supplies. In spite of the production campaign launched by the Minister for Agriculture (Herr Darre), food imports increased by 36 per cent. The development of synthetic materials has not prevented imports of raw materials increasing by 27 per cent.
