U.S. CONSUL

RECALLED * ADDITIONAL STATUS REFUSED NO INTENTION TO REOPEN OFFICE (UNITED PEES 3 ASSOCIATION —COPTBIOHT.) (Received December 5, 9 p.m.) WASHINGTON, December 4. The Secretary of State (Mr Cordell Hull) announced that the United States Consul at Bilbao (Mr Chapman) had been ordered" to return to the United States on leave of absence, because General Franco's representatives demanded that additional status should be granted to Mr Chapman as a diplomatic representative. This, the insurgents consider, would be tacit recognition of General Franco's regime by the United States. Mr Hull said: "The United States does not intend to comply, or to make any further attempt to reopen the consulate."
