(Received September 10, 12.5 a.m.) LONDON, September 9. \ Russia has delivered a second Note to Italy declaring that she is not satisfied with the Italian reply, and reiterating her earlier demands for immediate compensation for the loss of the two Soviet steamers, alleged to have been sunk by the Italian Navy. It is indicated in Rome that the Soviet’s second Note does not alter Italy’s earlier repudiation. A message from Nuremberg says Herr Hitler held a midnight meeting of members of the Cabinet and experts to consider the German attitude towards Russia in the event of a rupture between Italy and Russia. Such a breach is now considered most likely. Identical German and Italian Notes were dispatched to London last night. “The Times” says Germany has declined the invitation to attend the piracy conference. A message from Milan says the newspaper “Fopolo d’ltalia” announced that Italy will not attend the conference. The message adds that Italy is presenting a counter-proposal to refer Mediterranean problems to the Non-Intervention Committee.
