Giving evidence before the Senate judiciary committee, Professor Raymond Moley, formerly Assist-ant-Secretary of State, condemned Mr Roosevelt's proposals as the easy path of expediency, and the atrophy and death of democratic institutions. He added that a constitutional amendment would achieve the President's purpose. '
