MADRID, February 12. ; Gunfire through -the night marked the rebels' .new attack on the western part of the city. The attack 'was apparently -unsuccessful. General Dellano ihas broadcast n denial that Italians ;and Germans helped in the capture of Malaga. He claims that his forces are 100 per, cent. Spaniards. It is revealed that captured loyalists awaiting court-martial «in Malaga include the president of the popular tribunal, Senor Melha, who is alleged to have been responsible for 5000 executions of persons opposed to the Government. PATROLLING SPANISH FRONTIERS RUSSIA CONCEDED RIGHT TO PARTICIPATE (Received February 12, 8.11 p.m) LONDON, February 11. The 'Stfews-Chronicle" says, that the non-intervention committee, after wrangling in the "morning, conceded in principle Russia's right to participate in patrolling under the proposed naval supervision of Spanish frontiers. Portugal claimed a similar right, which led to the appointment of a sub-committee to consider the plan on the basis of six participating power* PROTRACTED TALKS ON NON-INTERVENTION IMPATIENT QUESTIONS IN HOUSE OF COMMONS (BRITISH OFFICIAL WIRKI-ESS;) RUGBX, Februa'ry 11. The leader of the Opposition ((Mr. C. R. Attlee) questioned the UnderSecretary lor Foreign Affairs (Lord Cranborne) in the House of Commons on the progress made by the non-intervention committee in the effort to prohibit volunteers for Spain. Lord Cranborne declared: "I should like to make it clear that his Majesty's Government fully shares, the anxiety which is felt in all parts of the House that a fully effective system of prohibition and supervision should be established with the least possible delay. I can assure Mr Attlee that it has done and will continue to do its utmost to this end." Jvir Attlee asked: 'ls it not a fact that'while these long-drawn-out clis-; cussions are taking place the Italians are pouring men into the south of Spain?" Lord Cranborne replied: "What is clear is that while there is a delay which we all regret, there are numbers going in on both sides which show the need for expediting the, proceedings of the committee." Challenged to show that the nonintervention agreement was not a complete farce, the Under-Secretary rejoined: "It has prevented the war; from spreading outside <of Spain." According to, I a communique, the committee re-! sumed consideration of the replies from the various Governments: about the plans suggested by the' technical advisory sub-committee for. the naval supervision of vessels flying the flags of the participating countries going to Spain or to ; Spanish dependencies. In a general exchange of views, it became clear ihat certain representatives were unable, without further I instructions, to state to what extent it would he possible for their Governments so to modify their points ; of view as to secure a general agreement on the method of naval super- \ vision to be adopted. The committee also considered certain questions about the financing of the scheme of supervision arid! gave preliminary consideration to J the organisation of the headquarters j office in London required for the administration of the proposed super- I vision scheme. The German Ambassador (Herr Joachim von Ribbentrop) attended a meeting of a sub-committee of the international non-intervention committee.
