SESSION

Still convinced that the registration of bicycles is a national necessity, the Minister for Transport, the Hon. R. Semple, intends to press for legislation next s-ossion making, this necessary. He Has informed the South Island Motor Union that before and during next session he will try to convince the Government of the urgency of the matter. The suggestion was first made by the Minister in the Motor Vehicles Amendment Act introduced in the House of Representatives in the middle of last year, the clause then incorporated fixing the registration fee at Is for each bicycle, to be paid only once and not annually, and the transfer fee at 6d. After the clause had been considered for a time it was withdrawn from the bill, and the Minister announced that in the meantime the registration would be left to the discretion of local bodies. At no time has Mr T. Milliken, chairman of the traffic committee of the Christchurch City Council, been enthusiastic about the proposal, and the committee did not seem willing to undertake the responsibility, although the New Zealand Cycling Federation asked for registration, and expressed regret when the clause was dropped from the bill. Soon after the proposal was dropped from the legislation a model by-lay was drawn up by the Government for the guidance of local bodies, but this has n.,t been adopted in or about Christchurch. Two months after-the Minister agreed to the deletion of the clause he was again seeking legislation, and now lie has promised motorists that he will make another effort to convince the Government of the necessity for such a provision during the next session.
