BRITISH AND JAPANESE NAVAL POLICY
INVOCATION Oif ESCALATOR CLAUSE NOTIFIED (Received December 29. 5.5 p.m.) WASHINGTON, December 28. Britain and Japan to-day formally notified the United States of their invocation of the escalator clause of the London Naval Treaty. Britain is retaining five light cruisers and Japan 15,598 excess tons in submarines.
