♦ HALF A I* INT FOR SECOND OFFENDERS IN I .S. (Received November 30, 9.30 p.m.) NEW YORK, November 30. A message from Spokane (Washington) says that, commenting on the increase in arrests for drunkenness, a local judge announced that castor oil would be administered under the supervision of a police surgeon for second offenders. Counsel for the corporation says that the law demands the choice of castor oil or gaol. A medical man ruled that half a pint was the proper dose.
