RENEWED CAMPAIGN

ESTABLISHING NEED FOR EXPANSION

LONDON, November 4

The* Berlin correspondent of “The Times” states that there is a renewed German campaign for the restoration of colonies based on the idea that the British Empire can be utilised as an unlimited dump for British migrants, and that it can be steadily of its wealth almost as easily as pressing buttons. The primary object of the campaign is to establish Germany’s claim to more territory without the disturbing effects which would be bound to follow repeated emphasis of Herr Hitler’s aim of acquiring territory in Eastern Europe. Germany would thus create a basis for th: eventual argument that as Germany has been refused colonies, she must expand elsewhere. Germany also hopes to use the colonial claim as a bargain weapon when Western Europe, and especially Britain, is suitably annoyed with German obstinacy. It might then be suggested that the colonial claim would be abandoned or left in abeyance in return for a free hand in the East. The Government is also using colonial propaganda for internal purposes, and is painting a lurid picture of Germany deprived of her wealth by a hostile world, in order to work uo the population to bear the hardships of the four years’ self-suffi-ciency plan.
