IMPERIAL PREFERENCE A NECESSITY MR NEVILLE CHAMBERLAIN’S VIEWS (UNITED PHISS ASSOCIATION —COPXEIGfiT.) (Received October 4, 7.5 pjtt.) LONDON, October 2. The necessity for Imperial preference in the maintenance of the Empire was emphasised by the Chancellor of the Exchequer (Mr Neville Chamberlain) deputising for the Prime Minister (Mr Stanley Baldwin) at the Conservative conference. “It is suggested," he said, “that we should as early as possible free ourselves from the Ottawa agreements in order to treat foreigners more generously than bur own Dominions. T believe we should see the end of the Empire if that view was adopted. “We are accustomed to hear of the dangers of fascism and communism, and to speak of three great countries, namely, the United States, France, and Britain, as the remaining strongholds of democracy. Are not Australia, New Zealand, Canada, and South Africa also democracies? Have they not room for a vast increase in population as soon as economic conditions justify? Who can say how far they will have advanced in a half century in numbers, resources, and power? The United Kingdom has no customer to compare with the Dominions. We cannot expect them to abstain from developing their own industries."
