PROTEST AT BRITISH REFUSAL TO ACCEPT QUOTA

OSLO, August 19. One hundred men engaged on the two Unilever floating whale oil factories stopped work as the first step in the Seamen's Union blockade of British whaling unless Britain accepts the Norwegian quota proposals, which stipulate 429,000 barrels less than the British proposals. [Tha British whaling companies, after a consultation at Whitehall, decided not to act at present in limiting oil production. They emphasised that there was no dispute between the British whaling interests and the Norwegian Government, but the British companies proposed that the whaling period should be restricted to three months from December 8 in the whole of the Southern Hemisphere. They were also prepared to limit the production of whale oil to 900,000 barrels and to use only one land station, provided the Norwegian interests agreed to a similar plan limiting the output to 1,499,000 barrels. The British Government considers these proposals most reasonable.!
