♦ APPOINTMENT OF SIR ARTHUR RICHARDS LONDON, August 7. Sir Arthur Frederick Richards has been appointed Governor of Fiji., ISir Arthur Richards has been Governor and Commander-in-Chief of Gambia Colony since 1933. He was educated at Oxford and spent much of his early life in the Malayan Civil Service. After holding many, important administrative posts in the Straits Settlements, he was appointed Governor of North Borneo, holding that post from 1930 to 1933.3
