Cleminson, general manager of the Chamber of Shipping and secretary of the Ship Owners’ Parliamentary Committee, in a letter to “The Times” recalling that Mr Baldwin, Mr Neville Chamberlain, Mr Runciman, and other Ministers, inside and outside of the House of Commons, declared their determination to defend British shipping, says: “If continued reliance be placed upon the declarations it is essential before Mr Menzies returns to Aus--1 tralia that the British Government 1 shaJl have given a clear and definite , lead, and reached a provisional agreement with the representatives of the three other Governments concerned, subject only to the necessary confirmation.”
