DISCUSSIONS AT GENEVA
Mussolini’s Price For Talking Peace
RAISING OF SANCTIONS ESSENTIAL (UKITID PHISB ASSOCIATION— COPTNIONT.) (Received April 17, 1 a.m.) LONDON, April 16. Geneva messages say that the strictest secrecy was observed about the meeting of Senor de Madariaga last night with Baron Aloisi. The meeting lasted 40 minutes and occurred in the presence of M. Avenol (secretary-general of the league). They will meet again this morning. It is unofficially reported that Baron Aloisi demanded, as Signor Mussolini’s price for entering peace negotiations, Abyssinian disarmament, the raising of sanctions, and the withdrawal of the British naval reinforcements from the Mediterranean, but according to the Rome correspondent of the “Daily Mail” Baron Aloisi is not empowered to make any proposals, or enter any bargain with the league. His mission, it was stated, was essentially to act as Signor Mussolini’s ear, and report back to Rome what Senor de Madariaga proposes, after which it was added: “Signor Mussolini may decide to make some counter-pro-posals, probably including the raising of sanctions, which Italy maintains should precede peace negotiations.” 5 ‘
