French Ratification Of Soviet Pact EXPECTED MOVE INTO (UNITED PRESS ASSOCIATION—COPYRIGHT.) (Received March 1 1, 7.5 p.m.) LONDON, February 28. The French Chamber’s ratification of the pact with the Soviet has roused a storm in Berlin. “It is a flagrant breach o| the Locarno treaty,” declared the German Government’s official spokes- . man, while the “Volkischer Beobachter” declares: “Locarno’s essential guarantees are being set aside.” The Paris correspondent of the “Daily Mail” says; “Political circles think that Germany, within a few days, will officially announce that she considers the pact incompatible with Locarno. The next move is expected to be either a pronouncement that she is now entitled to garrison the demilitarised Rhineland zone, or a (demand for a fresh meeting of the Locarno Powers to consider the hew situation.” The Berlin correspondent of the “Daily Express” suggests that Herr Hitler may wait to see if the French Senate confirms the Chamber’s vote. If it does, it is believed that Herr Hitler will summon the Reichstag and that German troops will simultaneously march into the demilitarised zone.

RUSSIA JUBILANT GERMAN ALLEGATIONS DISMISSED NOT AFRAID OF THREATS MOSCOW, February 28. Russia is jubilant at the ratification of the Franco-Soviet pact. The newspaper “Izvestia” .states; “Germany’s allegations of encirclement are merely an attempt to prepare the way for the advance of Germany’s aggressive policy. The Soviet, like France, desires to live in peace. “Russia does not intend to resist the satisfaction of reasonable German demands, for the consolidation of peace in Europe is more than ever essential to preserve peace in the Far East. “The French ratification of the pact will show that Germany’s threats will not scare anyone.”
