It is emphasised that this indicates no difference in his Majesty's condition. The Council will merely deal with normal matters requiring the King's signature. Anxiety and sympathy continue throughout the Empire and in other countries. Crowds are waiting for hours outside Buckingham Palace for the display of bulletins, in spite of wintry weather; prayers are being offered up in St. Paul's, in Westminster Abbey, and in churches all over the country.
