I hereby challenge the City Council to appoint one of their Officials or Experts to estimate one correct Taxi Fare or Distance out of Six Trips I. will appoint and take him free of charge for a Wager of £IOO a-side. I take this action for the purpose of proving how unreasonable the Council is in prosecuting my drivers for undercharging. C. S.
