BOROUGH COUNCIL
MEETING "AT NEW BRIGHTON
The S ortnightly meeting of the New Brighton Borough Couneil was held last evening. Kiere were present the Mayor, Mr E. L. Smith (in the chair), Crs. J. S. Ainsworth, A. B. Lawry, G. Duncombe, J. N. Clarke, C. V. Lester, T. E. Thomson, A- W, Owles, and W, T, Glasgow. In his statement, the Mayor said he considered that the council should thank the many persons who had given plants for Thomson's Park. Many had been given and were thriving welL A motion of thanks was passed. Cr. Duncombe, as chairman of the New Brighton health stamp committee, said the committee was very satisfied with the result of the carnival held on Saturday. The amount raised amounted to between £25 and £3Q. He was pleased with the way the helpers had done their duties. The children's fancy dress parade bad proved very satisfactory. i The Municipal Association of New | .Zealand advised that the annual conference would be held at Napier, beginning on Wednesday, March 4, and extending over March 5 and 6. The Mayor and the Town Clerk (Mr C. T. Middletou) were appointed to attend the conference.
The Pioneer Motor Club applied for permission to hold beach races on the beach south of the pier. The application was referred to the Mayor and the chairman of the by-laws committee, with power to act. Cr. Owles said he hoped that when the sub-committee gave its decision to the club, it would make sure that the council would not be held liable in any way for accidents which might occur.
. The Mayor gave his assurance that unless adequate provision were made for the protection of the public the permit would not be allowed to go through. It was decided to cut down 10 dead trees in the Pleasant Point domain. Several tenders for the manufacture of dog collars were received, and it was agreed that the tender of Disabled Soldiers' Products (Dunedin) for 7s 6d a dozen, be accepted. McMillan Brothers applied for renewal of a permit to run ponies on the beach south of the pier, and offered £1 a week for the permit. The application was granted, subject to the usual conditions. Not more than 12 ponies will be allowed on the beach at any one time. The Mayor reported that the subcommittee appointed to consider the proposals of the borough solicitors about the transfer of judgments obtained by the Supreme Court and the sale of a further 10 properties, now recommended that the proposals be given effect to. The recommendations were adopted. The proposal of the borough solicitors to sue further defaulting ratepayers, was held over for the present. It was decided to prosecute a resident for unlawfully erecting additions to his dwelling. Cr. Ainsworth submitted a list of unsatisfactory channel crossings in the borough. The list was referred to the chairman of the by-laws committee (Cr. Lester), who was given power to
Mr F. W. Freeman forwarded a copy of a letter sent by him to the Chief Surveyor about the extension of standard survey at North New Brighton, and the reply to his letter. Mr Free- I man said that there was urgent need to extend the survey blocks along the i Esplanade, north and south, at all street junctions, because the original survey marks had vanished. The SurI vey Department would consider the! | request for the Insertion of further survey blocks In North New BrighV ton on receipt of an undertaking from* the borough cbuncil that it would provide the material and labour for fixing the concrete, it was suggested that a minimum of four blocks be put in. The matter was referred to the chairman of the works committee (Cr. Ainaworth) for a report to the next meeting of the works committee. In reply to a letter from the council, the general manager of the Municipal Electricity Department wrote suggesting that the difficulty in reading the meter on the clock tower might be surmounted by taking the load of the lights in use and the approximate hours of use a day.and estimating a charge accordingly, a check reading to be taken about once a year. The suggestion was adopted. The tender of Mr W. Hulme for painting lamp standards was accepted. It was decided that the colour be green. The New Brighton Surf Club wrote submitting the names of 10 members suitable for appointment as honorary beach inspectors, and enquiring what duites they would be required to per. form. The Mayor said that he had been asked what powers the honorary inspectors would have, and he had told members of the North Beach Surf Club that they would have the same power as the borough inspector, except that prosecutions would have to go through the council. He had also informed them that the chairman of the by-laws committee would be pleased to give them two or three nights* instruction on the subject. He suggested that the* New Brighton Club should be written to and informed of the power of the honorary inspectors, It was of no use to appoint inspectors who did not know what power they had.
It was decided to reply to the letter stating that the council was going into the matter and would advise the club of Its decision.
