* _ NEGOTIATIONS WITH NANKING POSITIVE CO-OPERATION DEMANDED "SPECIAL CIRCUMSTANCES'* ? IN NORTH (UNITED PitßsS ASSOCIATION —COrnUGHT.) (Received November 24, 8.10 p.m.) TOKYO, November 23. It is reported that Japan has agreed to the present issues between ,Japan and China being negotiated between Mr Ariyoshi (Japanese Ambassador in Nanking) and General Chiang Kai-shek on the following basis:— (1) Discontinuance of anti-Japan-ese agitation in China and a change over by China from reliance on England and America to positive co-operation with Japan. (2) Recognition of special circumstances in North China, and the improvement .of relations between China and Japan and China and Manchukuo in a manner not ignoring the independence of Manchukuo. (3) Joint prevention of communist propaganda in Northern China and on the borders.
