BOROUGH COUNCILS

NEW BRIGHTON The fortnightly meeting of the New Brighton Borough Council was held last evening. The Mayor (Mr E. L. Smith) presided, and there were also present Crs. G. Duncombe, J. N. Clarke, C. V. Lester, A. W. Owles, T. E. Thomson, W. T. Glasgow, A. E. Lawry, J. S. Ainsworth, and J. K. WorralL During the reading of the Borough inspector's report a discussion took place upon the riding of bicycles on the foreshore, and it was decided to send a letter of caution to anyone caught. Cr. Owles reported that at the annual meeting of the New Brighton Surf Club he had made reference to the action which the council proposed to take against persons committing the offence. The report was received, and Cr. Owles was thanked. On the motion of the Mayor, it was resolved that it be the council's policy to write to motoring offenders asking them to call at the office to explain their actions. It was also resolved to purchase "stickers" for use by the inspector on cars parked without lights. The Automobile Association (Canterbury) forwarded a grant of £5 towards the cost of the removal of the traffic bridge over the river Avon between Breezes road and Bridge street. The committee of the New Brighton Public Library wrote expressing its thanks for a grant of £lO towards the purchase of books. In a letter, ths Royal Humane Society of New Zealand solicited a further grant from the council towards its funds. On the motion of Cr. Owles. a grant of £1 Is was made to the society.

The Unemployment Board wrote advising that it was agreeable to the payment of its subsidy to any subsidised worker who was granted holidays other than those gazetted as statutory holidays conditional upon such leave being granted only in cases where permanent or normal employees of the employing authority were granted on pay. The letter was received, and filed for future reference. A letter from the Public Works Department stated that the department had arranged with the Railway Department that the Main Highways Board take over the maintenance of level crossings and pay local bodies the usual £3 for £1 subsidy for any work involved at a level crossing. The letter was received. In a letter to the council, the New Brighton Business Association enquired whether a permit had been granted to anybody to conduct a gala this summer. It was decided to inform the association that a permit had been granted to the New Brighton Municipal Band. Permission was granted the Church Army to hold evangelistic services on the beach during a period of four weeks next January. On the motion of Cr. Lester, the town clerk was authorised to deal with applications for half rates. Advice was received from the Employment Bureau, Christchurch, that it would be permissible for No. 5 labour to be used in assisting to load the council's lorry or drays in the removal of the sand blown over the protection wall on the Esplanade, North Beach. Cr. Clarke reported that he had obtained two quotations for painting the woodwork and iron slides and swings in the Pleasant Point domain. It was decided to have the work carried out, and the tender of Mr Hulme was accepted. On the motion of the Mayor it was decided to request the owners of the remainder of the merry-go-round at the domain to have it removed. It was resolved, on the motion of the Mayor, to close the entrance to the domain at the Jellicoe street reserve. Trams to North Beach The Christchurch Tramway Board advised that a special meeting of the board would be held to consider the whole matter of North Beach transport, and that the representations of the deputation to the board would be taken into consideration. It was decided to accept dedication as a road of a portion of land at the south end of Estuary road (South Brighton) offered by Mr J. Mawson Stewart, subject to the approval of the borough solicitors. Cr. Lawry reported that three persons had offered to become members of the New Brighton Volunteer Fire Brigade, and had been accepted a3 members subject to the usual threa months' trial. On his motion, the men were granted insurance coverage. The New Brighton sub-branch of the Returned Soldiers' Association wrote inviting the Mayor and councillors to be present at a church parade of local organisations at the Methodist Church on Sunday next, to commemorate Armistice Day. The invitation was accepted, and it was decided that as many councillors as possible should attend. A letter from Deputy-Superintendent J. F. Stokes, tendering his resignation as a member of the New Brighton Volunteer Fire Brigade owing to a change of residence, was read. Mr Stokes expressed his appreciation of the excellent treatment accorded him by the council during the period of 10 years that he had been a brigade officer. On the motion of Cr. C. V. Lester, it was decided to send a letter of appreciation to Mr Stokes for his services.

RICCARTON The Kiccarton Borough Council met last evening. The Mayor, Mr H. S. S. Kyle, presided, and there were also present:—Crs. H. W. Wise, C. G; McKellar, F. S. Wilding, H. P. Smith, F. George, H. Odell, and T. M. Ford. It was decided to support the Timaru Borcugh Council's request to the Government that the Mortgage Corporation should not be exempt from the payment of rates. On the recommendation of the works and town hall committee it was decided to accept the tender of British Pavements, Ltd.. of £IBO for sealing Lincoln road from Moorhous* avenue to the Addington Post Office.
