BETTER TREATMENT OF PRISONERS
HOWARD LEAGUE APPEAL (BRITISH OFFICIAL tfIttSLESS,) (Received September 17, 7.5 p.m.) RUGBY, September IG. The Howard League for Penal Reform has issued an appeal, coinciding with the meeting of-the League of Nations Assembly, for more careful observance in many countries of the standard minimum rules for treatment of all persons under arrest, detention, or imprisonment, drawn up by the International Penal and Penitentiary Commission.
