BOROUGH COUNCILS

—♦_— SUMMER A meeting of the Sumner Borough Council was held last evening, when there were present: The Mayor, Mr T. Newburgh, and Crs. J. E. Tait, C. Hart, H. Y. Widdowson, F. T. Eldridge, E. T. Chitty, C. E. Claydon, and G. F. Allen. The 0 Mayor said that it was with regret that he had to refer to the loss to the borough and to New Zealand, in the death of Nurse Maude. She was a woman of very lovable nature with a big heart, who had started on her own to help those in distress. A motion of sympathy was passed with the relatives, councillors standAccounts amounting to £3765 7s 6d were passed for payment. The Deputy-Mayor (Cr. J. E. Tait) submitted the following notice of motion: "That the council reverts to the system of committee and council meetings adopted by the previous council, namely: that the works, gas, electric light, and water committees meet on the second Tuesday of each month; that, the finance committee meet on the fourth Tuesday of each month in each case, before the, council meeting, the business transacted at each committee meeting to be presented for confirmation to the council meeting on tho same evening." As Cr. Tait had to leave the meeting to preside at a political meeting, the notice of motion was held over until a special meeting on August 13. A letter was receivell from' the Minister for Internal Affairs, asking for the council's co-opera-tion in tho Arbor Day celebrations. The question of making the necessary arrangements, was left to CrK C. E. Claydon and G. F. Allen. Cr. C. Hart was appointed to represent the council on the Canterbury Patriotic Fund.

The Hospital Board advised that the amount of the levy due by Sumner' was £834 10s 3d. The Town Clerk said tint the council had budgeted to contribute £B7B, so they were well on the right side. Cr. Allen: We can probably do with it, too. It was decided to appoint Mr McGregor Wright as the council's representative on the Technical College Board of Governors, and Cr.-H. Y. Widdowson was given voting power as the council's representative. The chairman of the works committee, Cr. J. E. Tail, reported on an inspection made with the engineer, of the proposed playing area at Redellffs. They were unable to find the fall of six feet, which had been stated was there, the" fall being lOin. It would be possible to clear this area, and there was an area at the back which could be levelled down until such time as the council could fill it in. Cr. Tait moved that the area be cleaned up and it was left to the engineer and the chairman of the works committee to make the necessary arrangements, Cr. Widdowson asked whether it would be permissible to dump rubbish in the pool under the cliffs. It was decided that there would be no objection to suitable rubbish which would.

not in any way create a nuisance. It was decided to erect a notice directing the public to place rubbish in an approved place in the pool. The town clerk reported that an order had been placed for 20 water meters. It was decided to leave the question of the installation of these meters in the hands of the chairmen of the three committees. The appointment of Mr E. A. Maddeck as poundkeeper, at a salary of £lO a year, plus driving and poundkeeping charges, was made. Mr Maddock was also appointed driver of the fire engine.^ <Cr. Claydon reported that an order had been placed for 2100 trees which would be planted in St. Leonard's square, and on the council reserves, including Scarborough. Cr. F. T. Eldridge drew attention to breaches of the parking regulations at Redcliffs, and it was decided to draw the trafllc inspector's attention to the breaches. Mr S. A. Mander, through his solicitors, forwarded a claim for damage to his property at St. Andrew's hill, due to blasting. The town clerk said that the claim was a result of the construction of the Causeway road. In carrying out blasting, damage had been caused to Mr Mender's house, and he now claimed £9O from the Christchurch City Council, the Hcathcotc County Council, and the Sumner Borough Council. The previous council hod made a grant toward? the work in 3934, but did not do so in 1935. The borough solicitor had stated that he thought that the claim could not be substantiated. KAIAPOI The fortnightly meeting of the K&iapoi Borough Council was held laat night, when there were presentr-Tha Mayor (the Rev. W. H. A. Vi«*eryK Crs. A. E. Brown, C. M. Williams, J. Hirst, G. Wright, F. Thome, H. Binaldi, A. Gordon. I. W. Karaitlana, and A. Linklater. The Commissioner of the Unemployment Board wrote advising that the board had decided to grant a subsidy based on 12 per cent of the contract price on the houses being built under the council's housing scheme provided the council carried out the scheme as a whole. The letter was received. The secretary of the North Canterbury Hospital Board, Chrfstchurch, wrote forwarding a statement at the levy proposed to be made on contributing local authorities for 1835-38. Tho amount to be contributed by Kaiapoi was £323 16s 7d. It was decided that the amount of the levy be included in the estimates. The financial statement showed receipts since last meeting £SOB 0s Id, debit bank balance £362 12s Bd. accounts passed for payment £BOS 16s 6d.
